On the occasion of my conference with Marshal

Li Chai-sum at Canton on the 10th March the question of commercial aviation between Canton and Hong Kong was discussed. It was then suggested that an Anglo-Chinese Company of Hong Kong and Canton merchants might be formed, and that Mr. Vaughan-Fowler, at present Adjutant of the Kai Tak Aerodrome, an officer who has had experience in

commercial aviation and who proposes shortly to resign fram the Royal Air Force in order to devote himself to promoting

commercial aviation in China, should visit Canton in order to discuss the subject with General Cheung Wai-cheung,

Director of Aviation for Kuangtung.

Accordingly Mr. Vaughan-Fowler proceeded to

Enclosure No. 1. Canton on the 10th March, and I now enclose a copy of the

report which he made to me on his return to Hong Kong. The

report stated that General Cheung Wai-cheung would visit

Hong Kong on the 23rd March. He did not in fact do so and

telegraphed on the 21st March that unforeseen circumstances

had detained him; but it is understood that he will visit

Hong Kong at an early date.
